The turn signal lights on my 2004 Ford Explorer stay on and don't blink. My hazards flash, but there is no clicking sound of normal use. Eventually, they tend to come back on, or blink with the clicking sound then stay on until I turn them off.

Sounds like your flasher relay is broken. A lot of people think that because their hazard flashers work that everything is OK, this isn't so. Hazard flashers are on a seperate system, and as such they have their own relay.
You will need to find where your indicator relay is located and replace it with the correct type.

check the main earth wire near the battery. and one near the rear of the lights. unbolt them and clean the connectors up put some grease on them after. then check again. remember that when the earth wires come off the radio code will be needed to reset the the radio. be safe and take the battery off.

Probably a turn signal flasher. Located under the dash. The turn signals and hazards usually have their own separate flashers.

try pressing the hazards on and off if they still don,t work replace the flasher unit. it is built into the hazard switch( all one unit ) change this and all will be good.
