The Variable Speed Sensor (VSS) has failed. You will have to get it replaced. Usually located on the transmission. The only way to fix the speedometer is to replace the sensor.

I spent more time on removing/replacing my cluster than the actual repair. I did note this question was asked 5 years ago, but for anyone else looking for a solution to this I hope this helps. It sure did for me!
