Has the filter ever been changed? Need to know year and model of the truck. Fuel filters can be near the tank or under the hood. Filters are usually separate from the fuel pump.
This fuel punp is not removed by dropping the take like so many. It is under an access panel under the rear seat. To change the fuel pump follow these instructions.
1. Determine which fuel pump your Mitsubishi Galant will need. This depends not only on the make and model, but also the engine size.
2. Prepare your car for service to the fuel pump. Relieve the fuel system pressure and disconnect the negative battery cable with a socket wrench. Take out the rear seat cushion. You will need to pull the seat stopper out and lift up the lower cushion. You can now remove the access cover. 3. Unplug the fuel pump's electrical connection and disconnect the fuel send and return hose. Remove the retaining cap for the fuel pump with tool MB991480 and remove the fuel pump. 4. Install the packing material on the fuel tank. Replace it if the packing material is damaged or deformed. Install the new fuel pump and align the marks on the floor pan and fuel pump.
5. Complete the installation by reversing the removal procedure.

Relieve Fuel Pressure
Disconnect negative battery cable
Raise vehicle on hoist
Remove Fuel Tank
Remove Fuel Gage sending and pump assembly by turning cam lock ring counterclockwise.
Lift assembly from fuel tank and remove fuel pump from fuel gage sender unit.
Disconnect pump wires, hose clamps, and clamp around pump body
Pull pump assembly out of rubber connectors
Inspect fuel pump attaching hose for any signs of deterioration. Replace as
necessary.
Install or Connect:
Push fuel pump assembly into attaching hose
Connect pump wires, hose clamps at attaching hose and around pump body
Place Fuel tank sending unit and pump assembly into tank using new O-ring
Place cam lock over assembly and lock by turning clockwise
Install Fuel Tank
Start engine and check fuel pipe connector for visual leaks

Remove the fuel tank.
Using the special tool, remove the fuel pump locking ring.
Remove the fuel pump module.
Rotate the pump counterclockwise to remove.
Remove and discard the O-ring seal.

Remove the fuel fil hose,and vent hose,and remove fuel tank straps,with jack supporting tank,lower enough to remove wire connector,and fuel lines .Remove tank from under vehicle,and remove the ring retainer,and pull the fuel pump assem,from tank.Follow instructions in the box with the new fuel pump.
You didn't state if it was fuel injection or regular carb type.
If fuel injection, you have to drop the gas tank. Undo bolts on tank straps, lower slowly, disconnect the fuel lines and the wire connector for the pump. Make sure surface is clean, take a screw driver and hammer and tap the pump assembly locking ring until it's loose. Remove pump assembly. Installation is just reverse.
If it is carb type, the pump is on the drivers side of the engine.
Disconnect the fuel lines, take off the two bolts, remove pump.
To install that pump you need a pair of needle nose pliers to hold up the push rod while you are installing the new one. Hope this helps.
