Speed sensors are usually located on the differential in RWD cars and on the transaxle (which combines the transmission and differential) in FWD cars. The cavalier is a FWD (front wheel drive) car, so the speed sensor is located on the transaxle.
The exact location in the 98 cavalier is behind the engine toward the passenger side mounted onto the transmission with one nut and it has a plug with 2 wires on it. Can be easily accessed by jacking up the car and removing the passenger side front wheel.

check the wire connector at the sensor for the proper voltage and ground. if this is good then replace the transmission speed sensor. if these are not in spec then you will have to back probe the wiring from the sensor back into the wiring harness to find the problem.

I am a little confused...you say 98 Cavalier, but it is posted under 2002 Pontiac Grand Prix???

No matter....In EITHER case, you are wasting your time. The wheel speed sensors are an integral part of the bearing and hub assembly. You cannot disassemble them to do any "cleaning" without destroying them.
