You have a vacume leak, and once the temp sensor starts to read after the warm up the ecm starts to control. I would also check IAC idle air control valve.

2007 Toyota Rav4: RPM fluctuates at around 2000 RPMs and engine seems to stutter or hesitate. Fairly consistent around 2000 RPMs. Does not happen when revved in park to 2000 or 2500 RPMs.

You need to check the engine for a vacuum leak, use a spray can of carb spray and lightly spray around engine (do not get on paint finish) when you hit a leak the engine idle will change

1997 acura cl 2.2 revs up to 1500 rpm and down to 1000 rpm just several seconds after start

Cars are design to run at a higher idle at start up to warm them up quick. There is a sensor that reads water temperature and tells your car's computer how fast to idle. Your RPMs seem slightly high but not out of the norm. Does idle ever drop to around 600/800 after about a minute? If not, your engine temperature sensor maybe defective.

RPM revs high and changes while in neutral

Check the air intake sensors, called MAF or MASS air flow. They have temp and baro devices in them.

My toyota randomly will rev up the rpms to about

your idle position sensor could be bad. if it reads incorrectly, then it can randomly adjust to a higher idle like when you cold crank and let it warm up.

2004 jeep grand cherokee idling problem. Revs motor 200 to 500 rpms higher while driving.

I had the exact same problem on my 04 GC. I put some Techron Concentrate Plus Fuel System Cleaner in from Wal-Mart and it seemed to fix the problems right away. Let me know.

Engine revving problem

Sounds like your idle speed is way too high, should be somewhere around 800-1200 rpms. I would check for vacuum leaks.
