If both passengers and drivers side retractable belts have stopped moving, then it's likely the controller that's located under the passengers seat has gone bad. If only one side has stopped retracting and moving then that side motor has probably gone bad.
Those side motors are below the back seat windows. Full panel removal takes back seat seat and trunk panel removal. (and time).. :) Auto parts yards have them used, but know they are likely to give out soon due to age.
No Biggie, thats incorrect the motor is in the pillar behind the door and is attached to the rail, pull off two plastic panels very easy and disconnect the plug wires at each end, and has 3 10mm bolts on the motor, 1 on the pillar, 2 at the rail left of windshield and 2 under roof liner, and then a 14 mm hex bolt that holds where the belt in full retract, easy takes about 15 minutes to remove.
