Part of the BCM. On mine I got a new lock cylinder and put old chip key in it. Then found the wire to the old one at lower part of steering column and plugged it in . Started car with extra key I had thus by passing the removal of the old lock cylinder. Hid new cylinder with key in it under dash and secured. no more chip keys needed.

Where is the tdm located on a 94 3.8 park ave?

I'm pretty sure it is behind the glove box in your model. It was in my 95 LeSabre and still is in a 2000 Park Ave. You can find some good info on this page: http://vatspasskey.com

1996 Buick Park Ave. Security light goes on and off while driving.

The factory security system (VATS/PassKey) is dying. You can find a great write-up here: http://newrockies.ca , it was the only thing that saved my Park Avenue.

I have a 1995 Buick Park Ave Ultra. The car has power but will not turn over. I was told by one shop that it might be the V.A.T.S. system and by another that it is the IGNITION CONTROL MODULE.

Make sure the battery cables are clean and tight on the battery. Check to see if the wires to the starter are tight. Try starting it in neutral to make sure the safety switch is being make. Also hold it up into park and try.
