The regulator CAN be changed. Remove the fuel pump assembly from tank. Remove and replace regulator (Be sure it's a 49 lbs regulator if it's a 1996). Try the pressure regulator, if not, going to have to check for power at the pump (at which time I would just go ahead and change it due to the work involved).

hi how are you?just because you hear the fuel pump running does not mean that it is pumping enough preasuer to the motor to open the injectors. you need 48 lbs with key on engine off and with the vacume line off the presure regulator.if you have enough presure then you will have to check for a good blue spark.the fuel presure test port is located just under the thermostat housing on the steel fuel rail.
