Actually you cannot tighten a noisy lifter. only the rocker arm assembly and it should be torqued at manufacturer specification. There's not much you can do for a noisy lifter except major engine overhaul. You can try aftermarket oil supplements that are available at most retail stores, including Autozone.
I have a 94 z28, check under the hood on the actual horns, make sure the plug has not been dislodged, there is also a relay for the horns try replacing that too, there are 4 screws behind the horn/airbag pad to remove the cover if needed. Hope this helps, Good luck
