All these systems are controlled by the GEM, that is the Generic Electronic Module, have Kragen run a quick test and see if the system has codes, but most likely the Module is defective, it is located on top of the fuse panel to the left of the steering column. I have 30 years as a Ford tech so I am pretty darn sure of this diagnose.

The first thing I would suggest it to check all your fuses, This sounds to me as a blown fuse as all these items you are mentioning are on the same circuit.
I assume you mean the harness for the switch, because if the wiring harness for the motor is unplugged it should not have a way to get power. There is a wiper relay and a front electronic module, either one could be faulty and causing the motor to have power with the switch off.
Check all fueses, put it on an pop the hood an take test light test the wires that go to the wiper motor an see if you have power,if not take a hot lead from your batt, under the hood an try jump the wiper motor an see if it's ng
I have the same problem on my 1998 Ext:Cab F-150 the windows wont do anything and my dome light will not light up. Does anybody know what would be causeing this problem
This sound like some type of relay switch failure in the fuse box, you need check all the fuses and see if they're all intact and make sure none of them are burned out. If all these are not working you have a live wire some where in you wire harness
Check to be sure there is not a seperate fuse for the wiper. Check power and ground at the motor. if you have power and ground replace the motor. if you don't, check for a break in the wires where the harness bends at the tailgate. take the interior door trim apart to unlock and open then inspect the inside of the door and all components. i can't really help with seeing it. the econolines have issues with the lock cylinders.
