You may have some short circuits in your wiring, a bad horn relay or horn unit, and/or a bad wiper motor. Hard to tell without actually looking at it.
Try this:
Disconnect the horn, and try another fuse. Does it blow? If not, the horn is shorted, and needs replaced. If it blows, remove the horn relay & try another fuse. Same with the wiper motor, unplug it and try another fuse. If it does not blow, you need a wiper motor.

2010 ford trsnsit wiper blows fuse2010 ford transit wiper blows fuse after frozen linkage freed up and new wiper motor installed.

I would move the wipers up about halfway across the windshield, replace the fuse and try the wipers. I suspect the linkage is out of sync as to where to stop. If it's trying to rotate the blades further down, rather than stopping in the correct position, that could blow the fuse. Do NOT put a larger amp fuse in the box, you'll burn up the wiring.

Why does my 20 amp fuse blow when the engine is running, but work without issue when the engine is off?

Why fuses blow or how to find short circuits or drains !

fixkick.com/power-elect/blows-fuse.html
(the Park (tail-running) lamps go to up to 20+ places) ... The below covers shorts in the cab box, not the 50-100 amp engine bay fuse box that loves to rust out.

How do I stop horn blowing

Pull off the wires!
The horn will actuate from a relay which is one of the little black boxes on the fuse box. The power to this relay is usually supplied through a fuse, which will also be on the fuse box, and will be clearly marked on the fuse box cover. Pull the fuse or the relay and the horn will cut out.
The most probable cause of the horn blowing is a short on the wire from the relay to the steering wheel, or possibly the wiper contact on the steering wheel. Don't confuse "wiper" with the windshield wipers. it is a small copper finger or carbon brush that makes contact between the horn button on the wheel with a slip ring under the wheel, which in turn is connected to the wire running to the relay.
With modern cars, however, it is a bit of a gamble getting the steering wheel off, since the air bag could be in the way, and the last thing you want is to set off the air bag while you're working on the steering wheel. An airbag is basically an explosive device which can cause serious injury, so if you are not OK with doing such work, take it to a service agent.

I have a 2001 mitsubishi lancer auto, and the last 2 days it has been blowing grewish smoke out of the exhaust and just tonight as I was driving black smoke started pouring out and filling the roads fall...

I presume you are adding oil (topping up). If you are then you have a series problem with piston ring wear inside engine. Oil is getting past the wiper rings and getting into the combustion chamber and burning with the fuel. Need to rebuild or replace engine.

Not working, wipers blinkers,horn,blower

bad fuse, the car has 2 fuse boxes
the cab box is split and is fed from more than one main fuse in the
engine bay main, the other box has blown fuses.
always check all fuses boxes not just one, some cars have 3 boxes.
happy hunting.... use that voltmeter same way in other box.
measure volts on both sides of all fuses and BAM bingo.
