Have an sc1 2002 saturn last year in order to pass inspection i had to spend $1300 at my mechanic and the light went back on 3 days later. they replaced spark plugs (which I had done 2 months prior to) new tires, and some other misc things. Lights been onm all year, now I need topass inspection again and I dont want to go back to that mechanic or i want to fix it myself first. so I initialy checked the gas cap, nothing. I then cleaned the egr valve and the light went off for 3 days and came back on, cleaned it again, didn''t work. so i bought a new egr and replaced it, light stayed off for one day. now i am at a loss....

Remove negative cable from battery, connect a test light to negative terminal, opposite end off light to negative battery post. ( let sit for 3 to 5 minutes). Then start pulling fuses, when the light goes out that's your bad circuit. God-Bless! Its worth a try.
YOU WILL HAVE TO DRIVE 100 MILES FOR COMPUTER IN CAR TO HAVE ENOUGH INFO FOR INSPECTION, I JUST PUT IN A NEW BATTERY AND WENT FOR INSPECTION, ONLY 20 MILES ON , WOULD NOT PASS, WENT BACK A WEEK LATER AND HAD TO PAY AGAIN!!! BUT PASSED
If your "check engine" light is turn on, I suggest scanned the PCM to know exactly what fault code is stored there. Additionally, could be some problem with the "temp sending unit".
Your "day to day" personal drive cycles are most likly too short for the on-board computer to run the diagnostics required to pass the test. Make sure your fuel tank contains between 1/4 and 3/4 fuel, no more and no less. Take a "Sunday" drive for a distance of 45 miles of non-stop driving. This will give the on-board computer time to run the all the tests required for you to pass inspection. That is of course assuming there are no other problems with the car.

Have the alternator tesed to see if it's good, if both alternator and battery are good check the drive belt and tensioner for loseness and wear, the drive belt drives the alternator, it sounds like your alternator is having problems charging the battery, if both alternator and battery are good try changing the battery cables, good luck.
