you might have move through the bottom of the car to open the hood. Or possibly by removing a tiring and use a long pole of some sort to unleash the latch that holds the hood down while someone else raises the hood.
The cable is probably broken and not connected to the latch. There are two latches, a primary which the cable is connected, and the secondary or safety. You'll have to try to access the latch from under the car going up between the bumper and the radiator. You may need a body shop to do it.
You can try going up from the bottom behind the bumper cover, or thru the grille opening. You may be able to pull the hood latch with a hook such as a coat hanger or pry it with a crowbar. You may have to have the bumper cover removed to gain access.
from under the car you will need to get up to where the actual catch mechanism is located, from there you should be able to manually release the hood, it may take some effort , but there will be access,although limited... if there is part of the cable accessible grab it with vice grips and pull, hood should release. if not you'll have to find the part on the catch itself that the cable connects too and pull it to release.
The best way to gain access is to remove the grille. Look in the holes of the grille and you'll see screws that hold the grille in place. Unscrew these and pull the grille out, then you can gain access to the bottom side of the hood latch with a screw driver to pop it open. When replacing the release cable, be sure to grease the wear points at the latch and where the cable connects.
Slide under car in front center and slightly on the driver's side.
Reach really high and find the broken cable and tug to the right (towards the driver side tire). You may want to use a flashlight and locking pliers.
ok if you can access the end of the cable from inside the car try using a set of vise grips to hold it and carefully pull to open the hood. if you need to access the latch from the grill its a tight squeeze but I recall that a thin screw driver was able to move the lever to release the latch.
