1999 Rav 4. The cigarette lighter, radio, and power side mirrors have stopped working after i put the faulty converter to cigarette lighter
I checked the Fuse panel under Steering Wheel on the left side It has 3 blue 15amp Fuse which one to replace??

Fuse 4 does the cigarette light and the side mirrors. Do the mirrors work? 415A Cigarette lighter and control system for side mirrors

If all those fuses are okay, you need a good auto-electrician.
if the cigarette lighter stopped working also then I would first suspect a fuse blown. or just a bad fuse connection. try this first. hope this is all it is because it would be an easy fix.
if it doesn't have an aux jack, you will have to get an adapter that plugs into your cigarette lighter/ power source plug. then you can tune to 88.7fm(unless a different channel is specified)
did you use a test light this would be the primary source for an accessory not to work unless the wires to the connector on the back side of the lighter itself has come undone or it may very well be the ground to it you need to visually inspect it a mirror may be of assistance to have a look if you cannot bend under neath the dash maby you can remove the ashtray to better view it
