Would help if you supplied year, make, model and if anything happened prior to the problem being noticed.
First, you can check the fuse. location varies by car. Use a test light and if you power on both sides, check to see if you have power at the flasher relay.
Second, flasher relays tend to short to power. Location varies by car. You can also use a test light to check power going in and coming out of flasher. Power out is checked by slightly pulling the relay out enough to put test light probe in contact terminal.
NOTE: depending on year, make and model the flasher reply is part of the Hazard light switch.

Check the fuse if good then turn on the hazard lights if they work then you probably need a turn signal flasher which is a separate flasher unit then the hazard one.it usually looks like the hazard one so with the hazards on and locate it then you will know what the signal flasher looks like and you will also know not to change the wrong flasher unit.the signal flasher is often located at or near the under dash fuse panel or somewhere in the dash you don`t say what type of car your talking about.
