What do you mean by - would this stop the car from turning over?
When you turn the key to the start position what happens ? Does the starter engage an crank the engine over ? Or nothing happens . Pull plug wire's off of the same coil An crank the engine , does a spark jump from one coil tower to the other ? Does the vehicle have a tach ? When cranking the engine does it move ? Testing an not guessing as to the problem is the proper way to diagnose . Video's on youtube showing how .

SOURCE: 94 buick regal grand sport

sounds like the same thing that was wrong with the 94 GS i recently bought. found the crankshaft postion sensor to be bad. it controls your electronic spark timing which would allow it to turn over with out starting.
also does your stall when you are stopped and at idle or while at driving speed or both? mine would stall at idle and driving speeds. Changed that sensor and have not had any more issues with stalling. sensor should cost around $30-$40 dollars at your local autozone, takes about 2 hours to change just need to pull the harmonic balancer pulley (make sure to use the proper tool or you will bend the pulley) and the sensor is behind the pulley. you will gain easier access to doing the maintenace buy removing the passenger front tire and the little splash gaurd directly behind the tire held on by 3 quick release fasteners. hope this helps you out.

SOURCE: replace o2 sencer bank 1 circuit 1

You can reach it through the engine compartment over the top of the manifold. I tried from below and it's very hard. On top you can use a breaker bar and get plenty of muscle into it. it's reallt tight I suspect. Again, reach all the way over the engine through the engine compartment.

Worked like a charm for me. Good Luck

SOURCE: 99 buick regal won't start

Hello, the Regal seems to have that problem. Insert your key in the ignition and turn it but do not turn the car on, make sure you here the fuel pump kick in, then at the end of you r fuel rail there should be a cap, remove it, use a very thin screw driver and push that part in, Be careful it's going to squirt gas, that's a good sign. If it does not, check your fuel filter. And last, if nothing above described works first check your negative wire on your fuel pump, second your injectors, they might be clogged.
Best of luck, God Bless.

SOURCE: 93 buick regal courtesy lights stay on when car is off

One of your door sensors (or trunk sensor) is signaling that it is open or the dimmer switch is turned all the way up, which turns on the dome and foot lamps. Try turning the dimmer switch all the way down. If this does not fix the problem you will have to get all the door sensors (and trunk sensor) tested to determine which one needs to be replaced.

When my 94 Regal GS frequently wouldn't start for 30 minutes to an hour after being driven, it was the crankshaft positioning sensor that needed to be replaced. I also replaced the harmonic balance pulley. The car ran more smoothly and started everytime.

Did you check the glove box for fuses? There is a switch in the steering column too that could be the issue.

You have a problem in the fuel pump relay circuit for sure then. I'm betting the relay, but it could be that dropping resistor.
