The code P0137 means that your downstream O2 sensor has low volts. A rich running engine makes the voltage go high, not low. If the upstream sensor is not reading a rich or lean condition, then you need to replace your downstream O2 sensor.
Testimonial: "Thats what it was written in the Haynes manual. But for some reason I wasn't able to see it in my mind. I needed someone else to say it again for me to see it. Thanks"
I say again, Diagnostic Test Code (DTC) is "Oxygen Sensor 2 Low Volts" The reason you would replace the downstream sensor is because oxygen sensor 2 IS the downstream sensor. Just so you understand...I said to check for the upstream sensor to be reading rich or lean because if it is reading lean then your downstream sensor may not have a problem. It may be a fuel delivery or vacuum leak or leaking exhaust problem. However, if the upstream sensor is reading correctly, this eliminates fuel delivery and vacuum leak causes for the downstream sensor to have low voltage. You need to understand the MOST O2 sensor codes are NOT caused by a defective O2 sensor. The other engine data should always be examined before replacing ANY oxygen sensor.

replace the parts, but you must clear the codes after replacement.
SOURCE: how do i fix if it is runnig rich
THIS IS POSSIBLE CAUSES FOR FUEL SYSTEM TO BE RICH.CAMSHAFT TIMING INCORRECT.EVAP VAPOR RECOVERY SYSTEM FAILURE MAY BE PULLING VACUUM.FUEL PRESSURE REGULATOR COULD BE FAULTY.A BAD HO2S SENSOR.THE MASS AIR FLOW SENSOR OR MANIFOLD ABSOLUTE PRESSURE SENSOR ARE INCORRECT OR OUT OF RANGE.ONE OR MORE FUEL INJECTORS LEAKING.

Thanks for clearing the confusion. But this happened after I changed the air filter, the spark plugs and put super gas in the car. After clearing the code it has not occured again. But I didn't drive 200 klms. yet. If it occurs again why will I replace my downstream O2 sensor when its the upstream sensor giving the reading. Do you think that I'll be able to pass the e-test now?
