SOURCE: 97 Dodge Caravan Auto-Shutdown Problem
Been working on my dad's 97 Caravan longer then i can remember for things you mentioned and have been not able to get him to sell it.
I found that the electrical connections are prone to corrosion and have replaced lots of the wire and pin connection in the wire harness, thank god i have time on my hands.
The instrument panel where the wire harness connects, i found that the solder goes bad and i had to re solder the connector on the back side of the circuit board, where the harness goes so you need to remove the instrument panel from the dash,

Check the ignition module, and fuel pressure when the trouble is present. Those are the two things on Neons that cause this problem

1) Do you know how to cycle key to retrieve trouble codes on dash ? (check engine light flashes) Turn key to ON, (not start) then off, ON, off, then On again and leave it on. Watch "check engine light" for flashing. 1 flash, short pause, 2 flashes, is code 12., or 3 flashes, pause then 3 more flashes would be code 33. Little longer pause between each code. When you get 5 flashes, pause, then 5 more, that's code 55 which means end of message/codes. Get back to me with the code numbers that come up. As far as your turn signals go, do they light but not flash, or no light at all ? Also, double check all fuses at dash, and check for power at socket wires with test light or multimeter, just in case you've lost a ground.
They do not light at all. Have checked fuses they are good. And emergency flashers work just not turn signals.
