hi the fuse you will be looking for will be a 15 amp fuse as the loading is low on light curcuits i don't
know which fuse no as they fitted 4 different fuse boxes on the rams but you should start by checking the 15 amp fuses with a multimeter for continuety or some time hold a torch close to the fuses and you will see the link broken

SOURCE: DASH AND TAIL LIGHS DONT WORK

Check and see if you have trailer wiring on your truck. If so you do it may have a wire that is rubbed though the isulation and grounding on the body and shorting the circuit blowing the fuse. High resistance in a circuit is what blows fuses.

SOURCE: 1999 Dodge Neon rear license Plate bulb

LICENSE PLATE LAMP BULB
REMOVAL

  1. Remove screws attaching license plate lamp to rear bumper
  2. Remove lamp from bumper.
  3. Remove bulb socket from lamp.
  4. Pull bulb from socket.

INSTALLATION
  1. Install bulb into socket.
  2. Install bulb socket into lamp.
  3. Place lamp in position.
  4. Install screws attaching license plate lamp to rear bumper.

Click on the link, check that fuse, should be located in interior fuse box. Not only check the fuse, check the fuse circuit for voltage, use a test lite.

On most modern cars, the dash lights, tail lights, and headlights are on different fuses, but are all controlled by the light switch. Check the fuses first. If all are blown, you have a major wiring problem, a short. If they are not, the problem is probably in the switch.

I'm not aware of an inline fuse however I think that it's time for a new head lite switch. generally if it is not the fuse it is the head lite switch.
