My blt tends to come off only when it rains or snows i changed the tensoer already that didnt do the trick. Then i got a nw belt thinking it needed a new belt that still didnt work. im lost and fustrated.. could you please help me with my problem?
SOURCE: well i think i have a loose pulley but im not sure
If you have a loose pulley it should matter if it's raining or not. Plus if there is a pulley out of alignment you should be able to hear it.
You need to check your belt tension and the automatic belt tensioner.
You should not be able to flex your belt more then 1/4" either way.
Your belt automatic belt tensioner should be one of the two pic's I included. For a 2000 Ford Escort Make sure there is no play in it. It should be applying a lot of tension on the belt.
Also to be on the safe side if you haven't replaced the belt you should because more then likely that is what the problem is.
The alternative is you shouldn't drive when it rains.
For the price of postage ($3.99) I'll send you a "Get Off Work When
It's Raining" card. For an additional quarter I'll include the "Get
Off Work When It's Slightly Damp" card and a ShaamWoW.
Ok just kidding.

Something may be out of line in the belt path, an idler pulley that has a bad bearing, or one of the pumps or the alternator is trying to seize-up. Remove the belt and check each pulley that the belt travels over for bearing looseness or rough turning. When the belt is reinstalled, check that the belt seats on each pulley properly. Test it by directing water from a hose while the engine is running--you should only have water thrown off in all directions. Good luck!
