All of a sudden, the horn will not sound, the cruise control no longer works, and the air bag light is on. I checked the fuses and relays and switched them around--that doesn't seem to be the problem for the horn.
Any ideas on my next step?

I had the same problem and yes, it was covered by the recall warranty - clockspring, which my dealer replaced for nothing. The warranty recall is lifetime, so it doesn't matter how old the vehicle is or if you are the original owner.

Eric, I had this same problem with my 1996 Dodge Grand Caravan and it was a factory recall. Contact your local dadge dealer to find out if it is the same problem and if your model was recalled also!
Find the earth for that circuit and make your own Nothing fancy just a piece of wire you can easily remove Purely to test if it works If it does work do something more permanent
