I need to drop the back of the rear seats to create larger cargo space. I can drop the passenger-side without issue, but the driver-side rear seat (the larger of the split seats) won't lift up, so the back of the seat can't fold down flat. According to the manual the seat should just lift up when I pull on the tab, but it doesn't. It feels like there's holding it back, like I need to operate a separate release to allow it to move.

The rear seats have a pull strap located between the bottom cushion and the backrest of the rear seats used to disengage a lock to lift up the bottom cushion. The pull straps will only stick out an inch or so, or they might have fallen down between the seats and then you wont see them. Before you can lower the backrest of the rear seats, the bottom cushions have to be lifted up and forward out of the way so that the backrest may lie down flat. If your pull straps are not visible between the bottom cushion and the backrest, you may have to stick your hand between the cushions and feel for the straps. Once you find the straps, pull upward on the while lifting on the bottom cushion where the pull strap is located and the seat should tilt forward. Once you have manged to do this, the lever for the backrest is located on the top of the backrest. Just slide the lever and tilt the backrest to the desired position.

Most likely it is one motor that has onerloaded - and blown a fuse that handles all of these motors.
Check your fusebox and replace the blown fuse - then check operation of each window motor - then the seat last.
One of them will probably blow the fuse again, so when you find it - investigate for a siezed motor or replace it.

Look for two bolts a the bottom of the panel. One for each side. If there are no bolts then they clip on you will have to pop them off start at the bottom.

at a dealership. Recalls ,unless the Govt gets involved,
are dealer only issues & seldom anything coming
your way when the warrantee runs out
