When you start the car it makes a loud clicking sound, I have to keep moving the a/c from fresh air to recirculate to get it to stop making the clicking sound. I went by a mechanic and he said it was the a/c actuator but it could be between $200-$800 to fix depending on where it is located. Can anyone tell me where it is located and how to get to it. Do I need to take the dash off and disengage air bag???

This is a motor that controls the air doors like temperature, defroster, floor air and vent air distribution. You have up to three different ones and one of them need to be replaced.

the belt is strecthed out and worn and that is what causes the sounds from skipping on the pulleys. a replacment belt is your fix.
