I have a 1999 Chevy Tahoe 4 door and none of the interior lights on the ceiling work. Neither dome lights front and back and none of the 6 map lights. I have checked the fuses, the override switch (which shouldn't effect the map lights) and the door switches on all 3 doors seem to work.
I think there was a headlight switch problem back then, it all go's through there.

Look closely at the cover. You will see a small slot. Insert a small flat blade screwdriver, and pry it off. Very easy..

yes there is a relay switch in engine compartment or under dash

I had the same problem and could not understand why I THOUGHT I checked all the fuses, but there is a fuse on the drivers side which is covered by a black thing (no idea why). It is listed as IOD or something. If you lift the black thing up and remove the fuse you will notice it is blown. Replace this and all will be well again.
