Truck failed emissions because they could not get a reading
You most likely have a blown Auxilliary Power Outlet fuse. (Happens all the time) The Auxilliary Power Outlet fuse also powers you Data Link Connector (DLC). If the DLC has no power, the computer scanner will not communicate with the engine computer.
Check Fuse #7 (25 Amp) in the instrument panel fuse block. (See diagram)

CHECK THE FUSE FOR THE BLOWER MOTOR,MAY BE MARKED "FAN" .IF IT IS GOOD MAKE SURE THERE IS A GOOD CONNECTION AT THE BLOWER MOTOR AND TEST IT FOR BOTH POWER AND GROUND.IF YOU HAVE POWER AND GROUND, REPACE THE BLOWER MOTOR.

Before changing the actuator check the vacuum lines at the vacuum switch on the left side of the transer case if they are wet with transmission fluid the the switch is bad and that will prevent 4wd from engaging.
