I would guess the brake fuse ( this does not use the same fuse as the tail lights/blinkers) or the ground for the brake light bulb.

Well once the tail gate is open and you take out the 2 screws on the light fixture . the light assembly shall pivot towards the outside of the box. some manipulating but the assembly shall come out.
The bulb needs a simple twist and pull .... Plug and play..

You have a faulty brake switch under the dash. Look under the dash near the break pedal you will see a small switch that is depressed when the brakes are applied. Replace that switch. If there is now switch then you will need to have it replaced by a mechanic as it will be located somewhere in or on the master cylinder and that is something you most likely don't want to mess with.
