Your doing the tests wrong (best I can tell)
most cars for sure USA.
the pump only runs key on for 1 or 3 seconds, called the injector PRIMING state. (keyed on only not cranked) and then....
and for sure the same relay closes full time , cranking or running.
so on dead engine all techs know this and crank at the same time measure the 2 power pins to the pump.
in your case it fails. I bet but that is the only test here.
next is the relay, most have 4 pins as yours does.
.
the PCM energizes the relay pump if you crank the starter
I can only assume cranking works all good?????
these rules in the PCM prevents crash and burn, like Ms Heche(RIP). did.
crash ,engine stalls and pump goes off line and not a huge fire. from broken fuel lines, and is USA law too this. safety
on some cars fuel relay goes off one if spark is lost and for sure injectors are shut down spark seen dead. all this is pure PCM logic. deep inside..
all this is covered in ASE classes to techs. how all this works
it's home users (DIY guys that do no know this ) so here is my lil' hints. late.
it does not work like say a swimming pool pump.sorry
2.2L engine.
oops this 2.2 L puppy has oil pressure switch that kills the pump fast after a short run of he engine, saving it.

all fuses must be good, top PCM too, f9/10
and check engine light good must glow key on or PCM is dead

the ecu enables fuel pump relay first. then oil pressure good susains the fuel pump relay.
so PCM F6 dark green/white wire is what energizes the FP relay coil.
if pump is dead (voltage dead) to pump cranking , no longer than 10seonds(not overheating starter)
and fall fuses are good. all as in ALL.
F6 wire at ECU/PCM is check next or at FP relay.
check all pins of FP relay for correct voltage cranked (dead engine STARTER Good)
and be fully aware of all ways the PCU will shut down the FP relay
not saying I know them all , it is Firmware logic in the PCM.

SOURCE: fuel pump relay hot

You could have a loose connection going to the relay. Loose or bad connections cause amperage to rise causing heat to rise. Check the plug holes where the relay pins plug in. Check for blackened metal or melting plastic around the pins. If so, check under the relay box for burnt wires, etc. and repair.

SOURCE: truck won't start. engine turns over. checked

have someone to stand back by the truck why you turn the key to listen to hear if there is noise coming from the gas tank if it is then its not the pump then it maybe your fuel pump relay or the crank sensor give these websites a try www.alldatadiy.com and www.autozone.com wish you the best of luck Michigan Man.

If relay worked when placed in another vehicle you must have a wiring problem. trace wires from fuse block to relay checking for corrosion or short.

Dodge 1500 1995 pickup 7.5 volts to fuel pumpwill not start applied 12 volts pump runs book sayes pcm de-energize booth relayes and will not send proper voltage to fuel pump

There is a red and white wire feeding the fuel pump relay from a 30 amp fuse. Both the shutdown relay and the fuel pump relay are grounded by the PCM, so if the fuel pump relay is grounded it should be "on" and providing a direct link from the pump to that fuse.
You should have battery voltage on that 30 amp wire before the relay and then on the dark green and black wire going to the pump.
If you don't have battery voltage coming from the 30 amp fuse, the problem could be before the fuse.
That 30 amp fuse is hot all the time, so it is powered by a fuseable link coming off the battery.

Fuel pump won't run unless engine is cranking, but won't start

Are you sure it's running when cranking? It should have come on when key turned on.
This is for camrys up to year '91. It may apply in your '95, also. Check the 7.5 amp ignition fuse and the 15 amp EFI fuse and the EFI main relay, all located in the fuse box next to your battery. There is also the circuit opening relay tied in to fuel pump operation. It is usually found under center of dash. It is usually not the problem, but it is part of the checks for fuel pump operation.
If your car has a " check connector" or "service connector" (also called a fuel pump check connector) under hood on driver's side near the firewall (a little 1 inch cube with a cap on it), then bridge terminals +B and Fp with a jumper wire. Turn key to on (don't start car). The pump should come on. Listen for fuel return noise from the fuel pressure regulator, and verify pressure in hose from the fuel filter. If nothing, check those fuses above. Here is how power runs to pump: Battery to 40 amp main fusible link-to 15 amp EFI fuse-to EFI main relay-to circuit opening relay-to fuel pump-to ground. Ignition switch and the computer (ECU) work the relays to pass power to pump. Hope this helps some, Randy. Good luck.

Is there a fuse for the fuel pump 92 grand marquis

Hello fellow Grand Marquis owner...

Yes, there is a fuse, relay and an inertia shut-off that all affect power to the fuel pump.

The fuse for the fuel pump is in the power distribution box, under the hood. Fuse #8, a 20 amp fuse that also protects the electronic engine control relay. This fuse box is immediately behind the battery.

The fuel pump relay is immediately behind the power steering resevoir on the left side of the engine compartment. It's under a cover that houses three relays. Look for the words, 'FUEL PUMP RELAY'
on the plastic cover and carefully lift to check the relay, if necessary.

Check that the inertia switch didn't go off from a pothole or other jolt to the car. It's in the trunk, on the left side, above a yellow warning label with instructions. The reset button is pointing upward through a hole in the fuzzy gray trunk carpet material.

Good luck from Detroit, MI.

I'M HAVING FUEL SYSTEM PROBLEMS ON A 2000 CHEVY BLAZER. I HAVE POWER RUNNING TO THE RELAY BOX, AND TO ALL RELAYS AND FUSES EXCEPT THE FUEL PUMP RELAY

Could be that the fuel pump relay is bad, have you switch out the fuel pump relay with another relay of the same specs. If that doesn't work, then check if there is another fuse that related to the fuel pump, could be like those fuse under your kick box panel if it is blown. If not, you could have bad fuse box.

1997 F-250 no power to the fuel pump. The fuel pump works. The safety shut off is down but no power in any of the 2 wires to it. changing the fuel pump relay has no improvemnt.

Check the fuse block. Use a test light and don't rely on just looking at fuses. But if the main ignition control unit went bad, it will also cut the power to the fuel pump relay. Autozone will check the main control unit.

No power to fuel pump car was running fine just quit repalced fuel pump no power to pump, car will start when spraying starting fluid in to intake, is there a fuse ? also replaced ECM, fuel filter,...

Check for 12 volts power at the fuel pump harness. If no power is going to the pump, check the fuel pump relay. Also, check the fuel pump inertia switch. Ford usually has it on either inside left or right rear trunk fenders.
