My 1999 6.5 turbo diesel suburban it files up and down and the throttle is real touchy how do I fix

Put a 2x4 on it & hit it with a small sledge hammer

If you swap the battery positions, does the problem move to the RHS ?

replace the boost sensor its about $60 that will clear the PO236 codes (i beleive that was the code)
Duralast part # is su129 and has a lifetime warranty. located under the "turbo power" engine cover if you havent removed that yet take it off and leave it off reduces heat
sounds like your vacuum pump is bad remove it, buy a 99.5" serpentine belt and do a mechanical wastegate. adjust the spring to the boost you want. good luck

Possibly the throttle position sensor. Easiest way to test is connect a scanner and go to real time data mode. With the key on,press the accelerator slowly and watch the throttle position change on the scanner. If it doesn't register a change when you start opening the throttle, replace the sensor.

you sound on the right track it could have been pulling oil from the crankcase through the crankventilation valve

The turbo unit may have bad bearings and is ineffective. Check the throttle plate to verify that it opens all the way when the pedal is pushed down.

there is a pipe witch runs from the diesel pump to the turbo which monitors pressure. sometimes a thin membrane in the pump goes releasing diesel straight in to the turbo especially on tick over. eventually that diesel is sucked in to the engine along with all the other gunk where it starts revving up on its own rattleing and banging. i have come across this on lucas diesel pumps before
