The best way would be to remove the battery and try to heat the nut and use a pair of grip pliers to remove the broken bolt.
Another way would be the remove the nut, this nut may be welded to tray. you will need to chisel it off and then use a regular nut. the only problem would be you should put a small tack weld on the nut to keep it from spinning next time you need to remove the battery.
The last thing is if it does not have a welded nut but rather a clip nut, in which you can pry if off by breaking the clip in two and removing it.

SOURCE: Cannot separate flex plate on a 2001 Dodge Stratus, 3.0 engine.

I think the socket is a dealer item only. I'm on a tool forum and none of the drivers have one. http://www.uktools.com/ sell a Koken 16mm and 14mm 10 point socket. SPC-69330 has a 16mm. I mailed a 10 point with a 13mm head to a tool company to ask if they will make a socket. You can try a damaged nut socket my Blue Point would go all the way on but may cut off the ends. Then you would go down to the next size. An air hammer if applied to the side will loosen the bolt.

Walking camshaft on 99 dodge neon

  • 1 Park your Neon on a level surface. Engage the parking brake. Open the hood and loosen the bolt on the negative battery cable terminal and pull the cable from the battery.

  • 2

Remove the Neon air filter by undoing the side clips and lifting the cover of the air filter off. Pull the air filter from the bracket. Undo the clip on the air filter hose and pull the hose off the inlet. Use a socket wrench to loosen and remove the four bolts holding the air filter bracket in place and pull the bracket from the engine

    3

  • Locate the camshaft position sensor. It will be at the rear of the cylinder head, centered on where the air filter housing was about midway down. It will look like a black plastic square (4"x4") and have four bolts holding it to the engine.

  • 4

Disconnect the wiring of the sensor from the wiring harness feeding into the car's electrical system. Press in the tabs at the sides of the connector and pull the two halves apart to do this.

  • 5

Remove the four bolts holding the sensor in place and remove the sensor from the engine.

  • 6

Clean the engine of any gasket material from the old sensor by scraping the surface gently with a paint scraper.

  • 7

Install the new sensor by placing it in the same position as the old one, replacing the bolts and then connecting the wiring harness. Replace the air filter bracket, hose, filter and cover. Reconnect your battery and you are done.

2007 dodge stratus battery

If you haven't already located the battery, it is in the fenderwell, in front of the drivers side front wheel. There are a few retainers on a plastic shield in that area, remove those. Then disconnect the negative (black) cable first, and then the positive. You will also notice that there is a hold down bracket for the battery. Remove the bracket and the battery will slide out.

NOTE: It is easiest to remove the battery with the left front wheel off. Make sure to have the car on jack stands before you remove the wheel.
