Mine did same thing. I have a 95 Mark VIII LSC and took it to dealer after troubleshooting for two days. Turned out to be Throttle Position Sensor. With Diagnostic fee it cost about $350 including labor.

Check for a intake manifold leak, we had some problems with seals used on the upper section of the intake on your engine, get a can of carb spray and spray it around the intake, see if the engine reacts, if it does you have a leak.
ive tried turning the ignition on and off three times or so....then turning it off completetly for about five secs and then turning the ignition all the way on and most of the time it starts up....but sumtimes i think this car has a mind of its own......
