I checked the fuse on the driver side of the dash and it was good. then i checked under the hood and the front hvac fuse was blown so i replaced it but it still didnt work. when you try to turn the heater on you can hear it click like its trying to come on but it dosent the clicking happens only once tho.
Power flows from the fuse 25A in the left side electrical center to the speed switch. Power for speeds Lo, 1, 2, 3 flows through the blower motor resistor before going to the motor. When you turn the switch to HIGH, power flows from fuse 30A in the underhood fuse box to the control coil and contact side of the blower motor relay assembly. The high speed switch provides ground to the control coil in the relay and that moves the contacts which then routes power directly to the motor. Disconnect the electrical connector at the motor and turn the fan to HIGH. You should see battery voltage on the purple wire and ground on the black. If you do, then the motor is bad. If not, you probably have a bad resistor/relay assembly.
Switch or Motor may be bad .
SOURCE: 99 suburban blower fan runs on high only
you need a new blower resistor it is located next to blower motor under dash
SOURCE: 2003 Suburban heater fan will not working.
1st attach a test light from negative battery terminal to voltage wire at blower motor and test for power
2nd attach a test light from positive battery terminal
to ground wire at blower motor and test for ground
if both tests light the test light suspect blower motor
if no ground suspect resistor
if no power suspect short in voltage wire
these vehicles are known for burning out the wire
connection at the blower motor look for discoloration
at the plug
i hope this helps

There was a recall a while back ago for this problem. Check with your local dealer and see if the recall is still active. The problem is the circuit board on the wiper motor assemble where the wire harness connects. The solder the plastic clip on the board breaks and will cause this problem and at worst the wipers don't work at all. If you good with soldering, it's a simple fix by just re-soldering the wire harness clip back on and if you like you can buy the replacement circuit board at Auto Zone. The will have the step by step instructions for you to get the job done, a light tap will once and a while fix the problem but you may loose the whole function of the wipers. Good luck.
