This is a 6-cylinder model. I have had water pump problems with other cars, but when that happens, the temperature just goes up. This is different. The termperature might start normal, then start going higher, then suddenly sink back to normal, then go up again and maybe go down again or overheat entirely. When I turn off the engine and turn it back on about 5 seconds later, the temperature might be near normal again. There are no leaks.
Sounds to me like a gauge problem , turning the vehicle off then on again ,When I turn off the engine and turn it back on about 5 seconds later, the temperature might be near normal again. Thermostat wouldn't act like that , it would be stuck closed or open. Do the coolant (radiator ) fans come on ? Have it check with scan data , do you know what that is ? A scan tool that shows engine sensor data . Check engine temp when gauge is messing up. Or go to harbor frieght an buy a temp gun an check temp at the thermostat housing when it shows it's over heating ! If it's not over 223 degress it's not overheating
Got to your local auto parts store and ask one of the guys if they could take a quick look at your car and tell them whats going on. this is a hard question for me to answer without seeing the car.
no help with the one store ? try another. most will be happy to help and spread their knowledge around.
BUT most of all, get it looked at asap, and try running the heater with the fan on high, it's like a little backup radiator it will help cool the engine.

i think you have a combonation of problems here. most of it lead to needing a tune up .
just to get an understanding what is going on in your engine . i would bet to say that your enagine light is on . and probily an engine misfire code.
when the engine misfires somtimes it wil activate your knock sensor and ****** the timing thus raising your engine temp. if you havent flushed your coolant system yet you should. new plugs and wires and clean your throttle body.

are you getting a rotten egg smell? try disconnecting the exhaust and see if it stays running. if it does replace the cat. convertor

I also have a 1998 z24 cavalier with this problem. its actually a clogged valve w/ oil sludge. this valve is from your air/oil separator. there are 2 of them(1 is connected to the intake, the other is to the same thing where the oil cap sits on). it won't be easy but need to take out the valves and clean them. the one connected to the oil set was plugged up for me but the intake valve was fine. NO MORE WHITE SMOKES AND DRIVES NORMAL AGAIN!! don't let a mechanic Bullsh!t you and tell you it can't be that. I had to fix it myself.

Could be three things: Hopefully the first...
1. radiator fan not blowing. (most likely)
2. Radiator clogged (not likely)
3. Head gasket blown... (very possible)
If #1, system cannot detect fan not blowing. It may be the fuse or the relay switch, disconnecetd wire at fan, or burned-out fan motor.
If #2, Flush radiator
If #3, you will see WHITE smoke out the tailpipe and excessive water drops.
Your new oil will have a "milky" look (check the oil dipstick). That is water.
When engine is COLD, remove radiator cap and start car. You will notice high-pressure "bubbles" squirt out of the radiator, even before the engine warms up.
