Have looked for 2 days in every nook and cranny under the dash and there is nothing there except for the square flasher in the fuse box that is marked "Hazard Flasher". Could that flasher possibly be for turn signals also? A "mechanic at a tire store said there was no flasher except built in to the switch and it would take 3 hours labor to fix it. Surely that's not correct.
On my 95 Chevy 1500, the 4way flasher is located in fuse panel on firewall driver side under dash. To get to the turn signal flasher, remove the bottom dash panel and the entire ash tray compartment. I also removed the cup holder unit to allow light. The turn signal flasher was located just below the the radio and AC area. Mine was wrapped in tape from the factory, but if you turn the turn signals on you will feel the vibration and be able to locate it from the sound.
It should be under the dash on the left side of the steering column.

Its behind the center of the dash under the Ashtray U need TORX screwdrivers to take out the screws got to take off nearly all over the under dash plastic trim.

yes it is the same. the problem is most likely the turn signal switch which is located on the steering column. be sure to check all fuses, relays, and bulbs first. keep me posted thanks

Sounds like the flasher unit to me. Normally the emergency flasher and turn signal are separate.

I've looked with a flashlight and a mirror and unless I'm going completely blind it is not close to the steering column under the dash.
Beginning to wonder why all of the answers I can find don't match up with my truck.
Spent quite a bit more time searching for a flasher and looking and feeling up into every space under the dash and around the fuse boxes.
There was a blown fuse for the turn signal in the fuse box inside the door but putting a new one in didn't fix the problem. Pretty sure it's the flasher (if there even is one). ;-(
Update on my search for the flasher: I went to the Chevy dealership and asked them and they looked it up and gave me a printout diagram that showed it as being a square flasher under the dash to the left of the steering column. They said they didn't have a mechanic available to fix it or even show me where it was so I just did yet another thorough check and sure enough it's just not there.
Bad as I hated to do it I made an appointment to let them fix it tomorrow. Don't know what they'll find or what it will cost me but I'm out of options.
How my truck can be different from other Silverados is a mystery to me.
OK final verdict that might save someone from laying around on the floorboard looking for something that's not there, and $130 in labor if you want to fix it yourself.
The only turn signal flasher is inside the steering column assembly and only cost $12 for the part but takes a while and was $130 in labor. Would have fixed it myself if I had known for a fact that was where the flasher was. The bright side was that fixed the problem and they didn't have to replace the multi-functional switch which would have pushed the repair cost to over $300.
May not help anyone because if they come to this thread it may be too late but I found today what ruined my flasher. I put new lights on my trailer and when I plugged it in the right turn signal not only didn't work but burned out the flasher.
Couldn't figure out the problem. Checked the wires and the bulb on the light and I was getting electricity to the wire going into the light and the bulb was fine. I was using a battery charger to do the test and I noticed that the wires were heating up so I knew I had a short somewhere but couldn't find it. Finally I noticed inside the light fixture the green wire that was supposed to be soldered to a copper strip was loose and touching the ground bar. Soldered it back in place and everything now working perfectly.
A $142 lesson that next time I get a new light I will take it apart and check the soldering job before I install the light.
