It sounds as though you have a wiring problem around that particular light/signal.
Check the black earth leads to the light and the signal - it may be nothing more than a 'bad earth' due to corrosion where the earth wire connects to metal.
Check the main power wires, too. It should be an easy fix .. make sure the wires are clean and secure
You have a short in your braklight wireing or a exposed wire arcing volts. did you crash or something? Bad blinker box under stearing wheel little round relay? Could be many things!
Plain and simple...Your turn signal circuit is shorted to your headlamp circuit. What USUALLY causes this is an incorrect light bulb has been installed in the vehicle or the light bulb was installed incorrectly. There are other possible causes of these circuits being shorted together, but 99 out of 100 of the times that I have seen this it is either because somebody just replaced a bulb or a bulb socket melted somwhere on the car. Be sure to check both the front AND rear bulbs.
Unplug the electrical connector from your pop-up headlight motor(but not the headlight bulb), remove the plastic cover from the top of that same motor and manually turn the little gear at the top of that motor until the headlight moves up into the full upright position. It will remain there as long as the electrical connector stays unplugged.
