There is no solenoid in your gas tank. It's either a bad purge or vent solenoid, a leak in a vacuum line or a leak in the charcoal canister. GM has experienced lots of problems with the vent valve and tubing plugging up and staying open. That causes the engine to suck in too much air and kill your gas mileage. Start by testing/checking the vent solenoid

SOURCE: No heat when temp goes below freezing, gas leak when tank is full

blower motor or heater core is bad and the gas problem could be over flow line been put on wrong just letting gas just come out of it when its full.

SOURCE: Gas lines rotted away. There are 2 lines, 1 feeds the carb. There is a hole on top of the gas tank for the other, but I have no idea where it is suppose to run from there. No primer on this okder mode

Fuel injected cars have a fuel return back to the tank. Get a Chilton's manual for the car, it will show where everything goes.

SOURCE: 1999 2500 Chevy 4 x 4 Silverado 4 Fuel Pump

before all that do a pressure test and see if the pump is working..
the tank has to be drained and removed.i would not cut a hole in the box.
disconnect the battery, and ground the pump assembly if you are worried about static.

Po440 confirmed po440 pending why would it say that

Some fault codes require multiple stop/start cycles (operating the vehicle) before it will throw a check engine light. When the code says it is pending, the ECU has detected sensor values beyond the norm. It will monitor the systems and if the problem doesn't go away (the ECU continues to see erroneous values) it will confirm the code and turn on the check engine light.

Shouldn't a 2.0 liter engine be getting better gas Mileage than a 2.4 liter engine?

The size of the engine alone will not determine gas mileage. There are many other factors including vehicle weight, design of the motor, etc. So in answer to question 1, size isn't going to matter.

For question #2, make sure you change the oil, oil filter, air filter and keep the tires inflated to recommended specs. That might help you out a bit...
