It started with the cruise control not wanting to turn on..and when it wouldn't work, the heater wouldn't work (won't blow at all). I found that the cruise/heat was more likely to work when the car was cold. Once the car was warm and if I fiddled with the controls for the heat the cruise and heat would turn off and not come back on. Now the cruise isn't working at all..and the heat will only work on high...and I don't dare fiddle with the switch.
I can't diagnose unless you can do some testing? This is part of diagram for automatic hvac. At the blower motor, terminal B is voltage, terminal A is ground. Use a test light, check voltage and ground with hvac on, Have to check when problem is ongoing. If good voltage and ground with no blower action, suspect the blower motor is faulty. Of course, if your missing voltage or ground, have to track that circuit. Faulty blower motors may run intermittently. When problem is ongoing, hvac on, you can try tapping blower motor with screwdriver handle see if it starts running, if it does, I suspect the blower motor has a problem. Check hvac trouble codes, where applicable.
Electrical gremlins ! More then likely this two systems share a common power feed or a ground ! Do you know what a electrical circuit is ? Testing the circuits for the blower motor an the cruise control is how to determine what part of the circuit is at fault ! Looking at wiring diagrams point us to places in the circuit to start are testing at.

SOURCE: The heater fan switch only works on the high setting
Generally this a problem with the blower resistor, but also check the fuse.
SOURCE: 1996 buic park heater starts to heat then afer a minute blow cold
sounds like your thermostat after you run the car awile feel around on your radiator for cool spots feel the hoses see if they are hot or cold. that will tell you alot about it hope this helps. Phil
SOURCE: heater controll doesnt work
Check your vacuum lines. Does any air blow out at all? Is it push button, or have a slide? Could also be a bad cable.
SOURCE: Heater not working as it should
check level of radiator fluid and make sure no air bubbles in coolant system
