Have you checked the fuel cutoff switch?

Print

GENERAL INFORMATION

This switch shuts off the fuel pump in the event of a collision. Once the switch has been tripped, it must be reset manually in order to start the engine.
The inertia switch is located on the driver's side of the vehicle behind the kick panel near the driver's feet.

RESETTING THE SWITCH

See Figure 1

Can you tell me why I dont have no power to the fu - 0996b43f80232268.jpg enlarge_tooltip.gif

Fig. Fig. 1: The inertia switch reset button is located on the top of the switch

  1. Turn the ignition switch OFF .
  2. Ensure that there is no fuel leaking in the engine compartment, along any of the lines or at the tank. There should be no odor of fuel as well.
  3. If no leakage and/or odor is apparent, reset the switch by pushing the reset button on the top of the switch.
  4. Cycle the ignition switch from the ON to OFF positions several times, allowing five seconds at each position, to build fuel pressure within the system.
  5. Again, check the fuel system for leaks. There should be no odor of fuel as well.
  6. If there is no leakage and/or odor of fuel, it is safe to operate the vehicle. However, it is recommended that the entire system be checked by a professional, especially if the vehicle was in an accident severe enough to trip the inertia switch.

REMOVAL & INSTALLATION

  1. Disconnect the negative battery cable.
  2. Remove the driver's side kick panel.
  3. Unplug the connector on the inertia switch.
  4. Remove the retaining bolts and remove the switch.

To install:
  1. Installation is the reverse of removal.

SOURCE: 1999 ford contour fuel pump removal

YOU will need the car on a hoist, doing it on the ground is almost impossiable, disconnect the filler neck at top, remove the straps, lower tank slow and disconnect wiring and fuel hoses, you need a special tool to remove the gas line retainer clips.

1995 ford contour willstart with starting fluid but cuts out and blows smoke out of tailpipe new fuel pump and filter

If the vehicle starts with fluid then you may want to check your fuel relay switch, this is under the assumption that your fuel pump was connected correctly and that no fuel lines are kinked or blocked. I checked a vehicle using a ghetto method to see if there was any problem with the relay by providing a direct current to the fuel pump with a toggle switch bypassing the relay and the vehicle stayed running for hours and I drove the vehicle and had no problems. This is a way to check the relay, to see if it's bad or not, ghetto but works. My motto is don't knock it until you see results. GE

Starter Relay

Follow the positive battery cable to the starter relay. It is mounted on the driver's side fender. Disconnect the battery first to be safe, then simply unbolt the cables from the defective unit, put them onto the new unit, then remove the old unit from the fender, and install the new unit and reattach the battery. Here is a pic of what your relay switch looks like:
