Does it die, or is the problem as you state "loss of power"?
I would start by checking the ignition system: When the car is warmed up and showing this problem, check for spark at a plug wire. You should have a blue snapping spark, watch for it while someone cranks the car over. Do you know how to check for spark? Use insulated or heavy glove or insulated pliers to hold plug wire end 1/4 inch from a grounding source on the engine, like a bolt or some metal piece. If you get it close to the metal while car is cranked you won't get shocked, the spark will travel from end of wire to ground. If you don't want to hold the wire, pull the spark plug out, attach it to the plug wire, and lay the plug on the engine with the spark pljug threads touching metal. Now watch for spark traveling from the spark plug end to the little electrode on the end of the plug. Remember, a good blue snapping spark. Orange spark is a weak ignition problem, as is an intermittent spark, only sparking occasionally. If you have a good blue spark, the ignition is probably good.
New pump and new filter, so fuel pressure at the engine should be good, unless the fuel pressure regulator is not working right. You may need to have the fuel pressure checked.
I think you can access the computer's trouble codes on your car through the ignition switch, if you know how to read and translate the flashing engine light into two digit trouble codes. Put key in ignition switch, turn on, off, on, off, and then ON: now codes will start flashing. Code 11 is a flash, 2 second pause, another flash. Code 22 would be a flash, pause, flash, 2 second pause, then 2 quick flashes. There is a 3 or 4 second pause between each code being displayed, if more than one code is stored. Write them down as they flash. If you get mixed up, just turn key off, and start again. Once you get them, post them here, and we, or I will try to help you further. If there are trouble codes it may lead you to the problem.

SOURCE: 1999 dodge diesel 2500 seems to have a fuel related problem.

Please clarify the "loosing power" does it lose power and shut down or does it loose power but will idle? Your Cummins is electronically controlled so oil condition is important, fuel leaks, oil leaks, leaks in the air ducting between the turbo and the intake, sensors, water in the fuel. Do you get an engine light when this trouble happens? Dodge uses a lift pump to carry fuel to the the injection pump, is it working?

SOURCE: 92 Dodge Dynasty wont start no spark no fuel

If there is no spark, then there is no signal to crankshaft position sensor. If no power to fuel pump, check relay and power to it.

If you are not getting power to either of them. Then igniitn module or ECM is faulty.

Dodge dynasty will turn over but will not start

check the injectors relay most problems are down to this..... injectors dont go at the same time. also check that the line has pressure there is a vale on the injectors lines for the fuel there is a valve check this has pressure dont do this with the engine running or ignition on as fuel will come out. if no pressure check the regulator & fuel pump relay.

Car makes loud humming/whistling noise from under the rear by fuel tank/pump then car kills.

You describe a failing fuel pump. The fact he had it changed 3 times tells me the quality of the pumps was not great, or there is a problem with venting or something else.
If he did not change the fuel filter the pump would fail quickly. Since you changed the filter the next pump may last a long time.
A quality brand makes a big difference in this component.

We bought a 1996 jeep grand cherokee. the dealer said it needed a new fuel filter. for the first cpl days it ran ok. just had a few hesitations. we replaced the filter. then the jeep would just shut off...

1st check to see if you are getting fuel to the engine, if yes then [ok ] " if no fuel was present , then look under the hood on the drivers side , there is a black box that should be labeled power distribution, also , in front of it is another box, these box's contain fuses, and relays, 1 of the relays is a start relay, and another one is the fuel pump relay and 1 is the fuel pump fuse, check all of these to see if they are still good, if all checks out and none of these have to be replaced, then it sounds like the fuel pump is bad, open up the gas door, where you pump gas into, and have some one to turn the ignition key on, but do not start , have them to do this at the same time, you place your ear up to the gas tank entry, this is where the gas goe's into, if you hear the pump running, then pump is working, if no sound, then it sounds like the fuel pump is bad , and will have to be replaced, hope that this information ahs helped you.

Did you change the fuel pump? Do you have the wiring done correctly? Is the engine getting any fuel at all?

These are some questions to ask yourself to help identify the actual cause.

More than likely; it's just a bad connection or fuel pump or the like. I'd double check all the wiring on the fuel pump and make sure it's correctly connected to the wiring. Also, check to see if the fuel pump is even running. You can simply turn on the ignition and listen from the tank to hear if it pumps up to pressure. If not, your definitely going to have to double check everything with the pump.

So, follow this list to find the actual problem you're having.

1 : Check for proper fuel pump operation (have someone turn the ignition on without hitting the starter to hear if the pump is operational)

2 : If the pump isn't running, you'll have to check your wiring on the pump and if it is, possibly try another pump.

3 : Check the fuel feed line and return lines for proper connection as well. Not likely to fit the same flanges, but I've seen it happen before.

4 : If all else fails, check the fuel filter. You just never know about those fuel filters. If everything else is correct, it may have just sucked some dirt up and clogged itself.

5 : In the case you still cannot fix the problem; I'd have it diagnosed by a professional mechanic. This way that can see if the engine is getting fuel or if there is some type of damage somewhere causing the problem.

I hope this helps out bud. Cheers!
