Does it die, or is the problem as you state "loss of power"?
I would start by checking the ignition system: When the car is warmed up and showing this problem, check for spark at a plug wire. You should have a blue snapping spark, watch for it while someone cranks the car over. Do you know how to check for spark? Use insulated or heavy glove or insulated pliers to hold plug wire end 1/4 inch from a grounding source on the engine, like a bolt or some metal piece. If you get it close to the metal while car is cranked you won't get shocked, the spark will travel from end of wire to ground. If you don't want to hold the wire, pull the spark plug out, attach it to the plug wire, and lay the plug on the engine with the spark pljug threads touching metal. Now watch for spark traveling from the spark plug end to the little electrode on the end of the plug. Remember, a good blue snapping spark. Orange spark is a weak ignition problem, as is an intermittent spark, only sparking occasionally. If you have a good blue spark, the ignition is probably good.
New pump and new filter, so fuel pressure at the engine should be good, unless the fuel pressure regulator is not working right. You may need to have the fuel pressure checked.
I think you can access the computer's trouble codes on your car through the ignition switch, if you know how to read and translate the flashing engine light into two digit trouble codes. Put key in ignition switch, turn on, off, on, off, and then ON: now codes will start flashing. Code 11 is a flash, 2 second pause, another flash. Code 22 would be a flash, pause, flash, 2 second pause, then 2 quick flashes. There is a 3 or 4 second pause between each code being displayed, if more than one code is stored. Write them down as they flash. If you get mixed up, just turn key off, and start again. Once you get them, post them here, and we, or I will try to help you further. If there are trouble codes it may lead you to the problem.
I done a full tune up plugs and wires. I dropped the oil pan oil clean no sluge. Seen timming chain loose. Will replace. Eng has close to 300k but no knocks plugs wear even. Eng good and strong untill this. Been told that a new chain should solve. Fingers crossed. Thanks for the help wil let u know the out come. [email protected]

here is what I found:

SOURCE: 1999 dodge diesel 2500 seems to have a fuel related problem.
Please clarify the "loosing power" does it lose power and shut down or does it loose power but will idle? Your Cummins is electronically controlled so oil condition is important, fuel leaks, oil leaks, leaks in the air ducting between the turbo and the intake, sensors, water in the fuel. Do you get an engine light when this trouble happens? Dodge uses a lift pump to carry fuel to the the injection pump, is it working?

If there is no spark, then there is no signal to crankshaft position sensor. If no power to fuel pump, check relay and power to it.
If you are not getting power to either of them. Then igniitn module or ECM is faulty.

The panel or the housing normally lists the names of the items that are controlled by the fuses. If that doesnt work, disconnect the battery terminals and you are good to go
