I bought the car jan 2011, it's a stage 2, all engine 2.0, the only factory parts on the engine are the sensors, ac compressor, power steering pump and the timing belt tensioner. when i dyno'd it it was running uber rich. @ 4500 the fuel was off the chart and pooring out the exhaust, so i took the throttle body off and there is a pool of gasoline in the intake, i have a couple idea's as to a potentional culprit, but i would really like an outside opinion.
Check the OBDII SCAN and look for a MAF sensor fault and replace the fuel pressure regulator. Be careful when working with fuel related repairs. High pressure and Fire hazards exist. Have a fire extinguisher close by. Let the fuel pump pressure bleed down or bleed at pressure tap on the fuel rail. Do not try to crank the engine, While liquid fuel is present. A hydro lock condition will cause engine damage and a fire hazard exist

If that is what the code is showing, change the sensor.
The sensor regulates the rich/lean fuel mixture, if it's bad, it can cause problems.

You said you have fuel flowing from the inlet line of the injection pump? But not at the injector lines?

I do not have good news for you.
According to the Gates Timing Belt guide 2002 Edition, both engines offered in the Dodge Neon are interference engines.
This means that your engine has likely sustained sgnificant valve, cylinder head or even piston damage. Have you tested the compression?
It is probably least expensive to buy a used engine, change its timing belt and replace your engine with that one.

the computer may need to be reflashed. if it is running then it is not a bad sensor. either of those being bad would cause it not to run.
