Use a test light on cigar lighter, put probe in center of socket and the ground on outside of cigar socket or any other good ground. if power to socket, this will tell you if the cigar socket is bad and needs replaced. if it has power and lighter does not work, then its the heating element itself thats bad, the part that heats up! good-day !
The next step is to use a test light and test for power at wire to cigarette lighter, the fuse you said is good you replaced it. now did the fuse you put in pop or is it still good? the next thing is are you talking about the lighter plug or a power port, a power port is like the lighter but is in a different location and has its own fuse.
If you have power to lighter with test light and a good ground then you have a bad lighter socket.

Look in your manual for the Power Distribution Box reference in Roadside Emergencies. It should be located under the hood on the driver's side. My 2002 Explorer has two power points on the center console and the 20A fuses in the Power Distribution Box for them are number 7 and number 9. They cost $3.99 each at AutoZone. The cigar lighter fuse under the dash is unrelated.

You will have to inspect the cigarette lighter closely, I suspect your son has bent the 2 terminals that make contact with the lighter, and this will continually giving you a dead short and blow your new fuse.
As for the other problem, your idea of shrink insulation sounds perfect.

check the wiring to it? it should be getting a battery voltage (between 12-14v on a good battery) it will be simple enough, as it will only have two possibly three wires.
