When i spin my left front wheel back and forth something by the engine underneath jumps as i do this and i get a whining noise while driving and i dont think it is a bearing problem as i dont hear any thing with both wheels jacked up and run speedometer to 60 mph also no play in the wheel

Check wheel bering for play if there is no play , it doesn't mean that bearing is NOT bad its can still be dry and would be making that grinding sound you described Also check axle and see if boot is broken. You have a hub/wheel bearing going out. You need to jack up the vehicle on each side. Grab the top and bottom of the wheel and try to move it in/out at the top and bottom. If this does not work then roll the wheel as fast as you can and see if you can hear which one it is. Good Luck.

It sounds like it is def. the wheel bearing. If you can get it on a hoist and let it down with something to stop one side of vehicle at a time and let other side spin freely you will likely be able to determine which side. Or if you have no hoist, jack up vehicle one side at a time and spin wheel listen for growling and also move tire in and out to check for looseness.
