Replaced Fuel pump. No power. Replaced relay under the hood. Power to relay, No power going past relay. Am I missing another safety feature in system?
Two things:
First, are you aware that your vehicle will only have power to the fuel pump for about 2 or 3 SECONDS before engine start-up? Then the engine must be running for it to have any power beyond that?
Second, is the "Security" light flashing on your dash? If so, you have a security system problem. There won't be any power to the fuel pump.
Fuel pump balance relay? You did not mention that your Tahoe was equipped with dual tanks....That would be nice to know these kinds of things - ESPECIALLY since you are trying to figure out a fuel delivery problem. It would also be nice to know WHICH ENGINE your Tahoe is equipped with, if you would really like some help with this.
With that said, does it not run on EITHER tank?
Also, WHICH fuel pump didyou replace? The fuel pump that feeds fuel to the engine? Or the balance pump?

i just had this problem with my 93 dakota. my truck had a fuse in the same fuse block as the relays. i had to end up bypassing the relay with an inline fuse holder that i put a 20 amp fuse in i later found out that these trucks had a problem with the auto shutdown system that i was unable to figure out.

Usually answered in minutes!
Only power to pump if i jumper with in-line fuse which is foolish and would rather not burn up my tahoe. Where would i find the "fuel balancer relay" ??? The green wire under the hood is supposed to go to it, but can't locate.
For a week or so , before car quit getting fuel, Key had to be turned to on position for just a second to activate fuel pump, then the car would start and run just fine.
