I have a 1994 Saturn SL1, 4 door (quad) coupe. My left rear blinker is out; I know it's not the bulb, as I replaced that - after having to buy one of those ridiculous star tools, but darned if I can find the fuse panel.

That doesn't sound like a fuse problem to me. It sounds like you have a bulb out on your blinker or possible bad circuit board in your left rear tail light. The problem with your door locks is most likely a bad door lock motor.
NOTE: Anytime there is a blown fuse - it does no good to replace the fuse until the reason that it blew is corrected.
I think you may suspect the hazard (4 way flasher) switch at this moment. The indicator wiring goes thru the Haz switch as standard because of the system requirments. Either a loose plug connector or improper reset hazard on / off position at switch. Good luck
there are two rear exterior door panels for an 06 ION on ebay, possibly is same part, needing only paint to match yours. also look around in the craiglist for your area.
Look on Craigslist for your area or on ebay motors. On a car this new could be hard to find. You can also try local junk yards. I would call around to some local body shops and ask them to check their sources for used late model parts with the understanding that if they find one you will pay for it and pay them to install and paint it the correct color.
