in the car at the handle that broke you can grab the cable with visegrips or pliers and pull on the cable it should release the hood or with a long screw driver under the bumper push the release at the latch
I just used a flat head screwdriver and went in through the grill... one opening from top. Vertically placed screwdriver just behind where latch cable enters hood latch. (Looks like a "J" shape metal part). I placed minimal pressure pushing handle toward passenger side and hood released right away. Just did this 5 min ago after interior latch release broke off.
Generally you can use wire cutters to peel/cut back the outer casing enough to get hold of the inside cable with vise grips. The cable needs to be replaced anyhow to repair it so don't worry about being neat.
If just the mounting broke & not the cable also, take a pair of vicegrips or good pliers on visible portion of steel cable & pull inward. If the cable itself is not broken it will pull out enough to open release.
crawl under the front of your car and by sight or feel find the broken cable and pull on it to open your hood.also it the cable is too short feel if you can find the lever from under the car to release to hood.
you are going to have to either remove the panneling to get at the cable and pull it with vise grip or try to get up inside the hood from the front and release the latch that way . either way is going to be tough to get to.
