if it is an alloy wheel ,it may be stuck around the hub where the wheel is placed.sometime there is rust around the hub thus preventing the wheel from coming out.So you have to slightly kick the wheel tyre from behind hardly and it will come out and if necessary a bit hard.Thanks

The wheel is corroded to the hub/brake rotor face, u will have to get a can of WD 40 and soak it overnight and just keep working it until it free's up, no other way to do it that I know of.

the rim is likely rusted to the hub use a penetrating spray such as pb blaster or aerokroil at the wheel studs. also you can try this put the lug nuts on loosely and drive the vehicle back and forth this sometimes will loosen the wheel. you can also smack the tire from the inside with a hammer be careful not to hit the rim. hope this helps
