Watched my dad do it this afternoon. There is an exposed screw on the left side of the door panel and one at the bottom of the panel. There are also two hidden screws, one behind the door handle and one inside the little hole in the armrest (pop off the plastic plugs). There are also three recessed screws behind the speaker cover. You can pop the speaker cover off with a flathead screwdriver. I'm pretty sure thats all of them. You can pop the panel off then, but watch the wires connecting stuff inside. The hardest part is getting it over the door lock. .
Once the panel is loose you have to pop off the black plastic cover hiding the back of the mirror. There are three recessed bolts holding the mirror. My dad had to get a special wrench to get those off and he dropped one inside the door, so be careful (we fastened a magnet to a coat hanger and got it back). Mine had some remote gizmos, so he had to had to unplug the little square thing and then popped off what was left of the old mirror. If your new mirror has a wire with a little box, feed it through the hole and plug it in. Once you have it positioned correctly, you can screw on the bolts and put eveything back together. It helps to have another person there while you are trying to position the mirror correctly. Hope I didn't miss anything. Good luck!

Unless the 1999 uses a different mirror from my '96, if it has an inside adjuster lever it's cables in the mirror. You can find aftermarket replacements for around $30 to $40 for Saturns.

Aside from the fuses, your drive side power door lock may be failing to work because of a bad door-lock relay system, or, alternatively, the locking switch/button, itself, is not malfunctioning and in need of replacement.

make your self a jumper set of wires to test with. Find out what makes what move on the old unit,write down the color wire,then apply power and ground to the new unit onw wire at a time.Mark down the color and what function it did.after testing both units then match your research and put the wires together.I wished I were there.Good Luck!
