My Neon runs well at idle. But above 60km/40mph the engine hunts for a constant speed. Mileage is double what it should be and there is no power. When I have to go up hill, Black smoke pours out and fuel almost evaporates. At 50mph the engine will misfire going downhill, but will run on acceleration. I thought it was spark, but it doesn't explain the double fuel usage?
Does the light work when you first turn the key? Does it come on? Check your ignition wires for arching also make sure you don't have a pool of oil in the spark plug tubes.

Symptoms of a P0118 could include:
* Very poor fuel economy
* A no start condition
* Vehicle may start, but run very poorly, blowing black smoke, running very rough and misfiring
* Illumination of MIL
EGR valve
Usually a fault in the control circuit, will leave no noticeable symptoms other than the Malfunction Indicator Lamp (MIL) illumination. However, if the EGR control solenoid
is stuck open due to debris, etc. the code may be accompanied by misfire under acceleration, rough idle, or engine dying altogether.

Engine light on? sounds like EGR valve the cross pipe from EGR to air intake plugs causes them to idle rough if eng light not on soon it will surface! good luck hope this helps!

just a reminder, at idle and below 40mph, the car runs perfectly. There is no idle problems at all.
Do you have a check engine light on or flashing?
There is no check engine light flashing, the service light hasnt come on either.
