Here is the procedure:
You need to remove:
Upper intake manifold and spark plugs
In addition to above and in order to remove the entire Upper Intake Manifold and have full access to the Valve Cover:
-Disconnected throttle support (2 nuts), disconnect throttle cables,
-Disconnected four (4) electrical connectors and four (4) hose connections.
-Removed Ignition Coil Pack four(4) bolts attached to top of valve cover
-Disconnected Spark Plug wires from Spark Plugs
-Disconnected Steering Fluid reservoir two (2) bolts and tied it to the side and out of the way.
-Removed nine (9) valve cover bolts and they stay in cover if yo don't pull them out
-Very carefully cleaned the flat, top surfaced with a one edged blade and a small chisel trying not to scratch the metal but remove the build up of oil residue.
-Meticulously cleaned the valve cover's outer perimeter and spark plug well channels of almost all the oil and crud I found there. This with a clean rag and small screw driver covered by the rag, folded 2 to 3 times.
-Cleaned all the threads of the cover bolts.
-RTV gasket sealer at the specified corners in the Service Manual.
-Replaced valve cover, torqued bolts to 105 in. lbs in three steps and in the correct sequence: 40 in.lbs, 80 in. lbs and 105 in.lbs.

SOURCE: replace EGR valve on a PT Cruiser

The valve is located just above where the engine and transmission seam meets. There is the metal exhaust gas tube with 2x8mm bolts and a fiber gasket. The EGR mounts to the cylinder head with 2 10mm bolts and a metal gasket. There are 2 vacuum lines that go to the control solenoid, a black plastic pod moounted under the throttle body. It clips into the TB mounting bracket, and has a 3rd vacuum supply line and 1 electrical connector.

What would cause the oil to build up on valve cover gasket center bolt 2004 PT Cruiser 4.0l engine?

I'm pretty sure Chrysler never put a 4.0L engine in a PT Cruiser (V6? V8?). And since the valve cover gasket is located between the valve cover and the cylinder head, there is no bolt that holds just the valve cover gasket in place - all the bolts hold the valve cover in place. If there is excess oil around one of those bolts, you have a break in the gasket (or a bad gasket if the gasket is for the bolt only) or the bolts are not tightened to specification.

2003 pt cruiser, seems like oil is coming out of one of the spark plug wires where the engine is

The valve cover gaskets needs to be replaced, you can try to tighten up the valve cover bolts if it has gone loose. But that's may just slow the leak, so replacing the valve cover gasket would be the best thing to do, Auto Zone carries the gasket you need and can give you the step by step instructions to get the job done with common tools. Good luck and keep me posted, be glad to answer any more questions you may have.
