SOURCE: 1991 Camry running rich

check for vacuum leaks especially around the intake manifold gasket. Although the engine appears to be running rich, it could also be misfiring due to being too lean in one cylinder. When the cylinder doesn't fire the charge, it goes into the exhaust completely unburned and looks like a rich running condition due to the unburned fuel. If it is a vacuum leak causing the problem, the engine will run fine at road speeds but misfire at idle and not pass smog.

SOURCE: 1992 dodge stealth failed smog test with high NOx

NOX is produced when cylinder temperatures exceed 2500 f.
Your vehicle has 2 ways to directly reduce NOX, EGR system, and catalytic converter, and also the cooling system indirectly.
Take a look at the EGR system, vacuum lines, pipes, and make sure the diaphragm moves. Disconnect the vacuum line, then push on the diaphragm and plug the hole (from vacuum line) when you release the diaphragm there should be vacuum. Also you may want to take it out and give the EGR passages and EGR valve a good cleaning, with some type of carbon cleaner like carb cleaner.

What is the specifications for the upstream form the CAT O2 sensor to test

The upstream Heated Oxygen sensor is said to be in good working condition if its voltage goes from low to high (100 mv - 900 mv) and vice versa in one to three times in a second.

I rebuilt the TBI, Changed every sensor in the truck and replaced the heads. I still cannot pass the CA smog test

Check everything that is connected to a vacuum line, check the CAT and the injectors and last run a compression test.

Can you run headers on a 1996 z28 camaro and still comply with the Emission control.

It depends on what state your in, but there are lots of companys that make headers that are 50 state legal. If you are in CA just make sure it says that it specifically states CA legal. CA is the toughest state on smog so some headers are made just for CA smog legal. Or just pick your favorite and pay someone 100 bucks to pass you. Here is an example. As long as it doesnt eliminate your cats. You can also run like High Flow Magnaflow Cats. Those will pass smog in all 50 states.

I just bought a 93 jeep cherokee...it won't pass smog, smog test says its running to rich at idle. How can I get it to pass smog?

Could be lots of things.
It could have a leaky injector that is dripping all the time.
You can pull the injectors while still on the fuel lines, to see.
You could have bad compression and burning oil.
You need to do a compression test to tell.
You could have a bad plug or wire.
They are cheap to so just change them.
The fuel injection system could be off.
Check the temp sensor, air mass sensor, O2 sensor, with an ohmmeter.
Don't remember the values, but bad ones usually go 0 or infinite.

'88 Wrangler w/4.2 & Auto Trans. Cat Convert

The jeep has air injection and this is part of the air pump. The cat should have two ports.. These tubes should have check valves to prevent backfire.Usually their routed up on both sides of motor and attached at the air cleaner abouts

Cant pass smog failed nox got 2032,allowed 695 95 bmw 318i

Since your car has no EGR valve, you have one of two problems. You either have a bad O2 sensor, making the car run lean, or you need a new Cat. Or, you've had a bad O2 for so long that it ruined your cat, and now you may have to replace them both. Either way, I'd highly recommend having a smog tech take care of this problem for you, since you have no access to a smog machine that will tell you if the repairs you've done have solved your problem.
