Does a 1999 chrysler 300M use shock absorbers or struts?

A strut is a combination coil spring with the shock absorber inside. From what you describe, the shocks need replacement.

All cars have shocks and/or struts. Grand am has front struts and either rear struts or shocks. When these are worn, the ride would be rough. FOR THE REAR:
If you have front wheel drive and you have Electronic Ride Control (ERC), then the rear suspension has "super lift air shocks".

If you have all wheel drive, then you have struts in the rear suspension.

usually the shock absorb make the ride rough or soft if they bad need to be replace also make sure your tire pressure is no more than 35psi

They are rear struts not shocks.

are they the original struts in the front .if so replace the strots and strut plates .

if it was me i would check the shock mount at the top to make sure they are in good shape and checkout the tires to make sure you do not have a bad one or two and also check the stabilizer bar to make the bushings are not bad
